Executive Order 2020-04 - Declaration of State of Emergency (COVID-19)

On Tuesday, March 10, Michigan’s Governor Whitmer declared a state of emergency (Executive Order 2020-4) as the state’s first positive cases of COVID-19 were identified. The emergency declaration enables the state to quickly deploy resources (equipment, supplies and/or personnel) to local jurisdictions to support their response efforts in combating the spread of COVID-19. The declaration places Michigan at a heightened state of preparedness for response. [No longer effective]

Executive Order 2020-07 (COVID-19)

2020-7: Temporary Restrictions on Entry to Health Care Facilities, Residential Care Facilities, Congregate Care Facilities, and Juvenile Justice Facilities. [No longer effective]

Executive Order 2020-10 (COVID-19)

Governor Gretchen Whitmer signed Executive Order  2020-10  to temporarily expand eligibility for unemployment benefits. This executive order is effective immediately and until Tuesday, April 14 at 11:59pm.  [No longer effective]

Under the governor’s order, unemployment benefits would be extended to: 

  • Workers who have an unanticipated family care responsibility, including those who have childcare responsibilities due to school closures, or those who are forced to care for loved ones who become ill. 

  • Workers who are sick, quarantined, or immunocompromised and who do not have access to paid family and medical leave or are laid off. 

  • First responders in the public health community who become ill or are quarantined due to exposure to COVID-19. 

The State is also seeking solutions for self-employed workers and independent contractors who traditionally do not have access to unemployment insurance. 

Access to benefits for unemployed workers will also be extended: 

  • Benefits will be increased from 20 to 26 weeks. 

  • The application eligibility period will be increased from 14 to 28 days 

  • The normal in-person registration and work search requirements will be suspended.

Executive Order 2020-11 (COVID-19)

Governor Gretchen Whitmer signed Executive Order 2020-11:, to prohibit all events over 50 people or assemblages in shared indoor spaces over 50 people beginning Tuesday, March 17 at 9:00am.  These restrictions will remain in place, like the school closure restrictions, until April 5, 2020 at 5:00pm. 

This order provides an exception from its prohibition on assemblages for health care facilities, workplaces not open to the public, the state legislature, mass transit, the purchase of groceries or consumer goods, and the performance of agricultural or construction work. 

Update as of March 21, 2020: Places of worship are exempt from this order and not subject to penalty. See more information HERE

Statement from Governor Whitmer: “We are all better off when all of us are healthy, and that’s especially true for the most vulnerable. These aggressive actions are aimed at saving lives. My administration will continue to do everything we can to mitigate the spread of the disease and ensure our children, families, and businesses have the support they need during these challenging times. We are going to pull through this together, just as Michigan has done in the past.” [No longer effective]

Executive Order 2020-12 (COVID-19)

Executive Order 2020-12: Enhanced Support for Deliveries – suspending load, noise, and loading restrictions for COVID-19 supplies. [No longer effective]

Executive Order 2020-13 (COVID-19)

Executive Order 2020-13: Temporary Enhancements to Operational Capacity and Efficiency of Health Care Facilities. Executive Order 2020-13 grants LARA and DHHS authority to waive or defer certain requirements in order to expedite the process of bringing additional care facilities online during the COVID-19 emergency. The order also empowers LARA to ensure an adequate supply of care providers during the emergency by granting the department additional flexibility in its decisions about licensing, registration, and workflow requirements. [No longer effective]

 

Executive Order 2020-14 (COVID-19)

Executive Order 2020-14: Extends the deadline for Michigan residents to pay back taxes and avoid foreclosure on their property during the coronavirus pandemic.

Executive Order 2020-15 (COVID-19)

Executive Order 2020-15: Allows a meeting of a public body to be held electronically, including by telephonic conferencing or video conferencing, in a manner in which both the general public and the members of the public body may participate by electronic means.” [No longer effective]

 

Executive Order 2020-16 (COVID-19)

Executive Order 2020-16: Expands the capacity for child care services for health care workers, first responders, and other members of the essential workforce providing critical infrastructure to Michiganders during the coronavirus (COVID-19) crisis. The order provides temporary and limited relief from certain regulatory restrictions regarding child-care services and facilitates the use of certain property for child care services. [No longer effective]

Executive Order 2020-18 (COVID-19)

Executive Order 2020-18: Effective immediately and continuing until April 17, 2020 at 11:59 pm, if a person has acquired any product from a retailer, the person must not resell that product in this state at a price that is grossly in excess of the purchase price at which the person acquired the product. [No longer effective]

Executive Order 2020-21 (COVID-19) 

Executive Order 2020-21: Governor Whitmer issued a statewide stay-at-home order on Monday to fight the ongoing coronavirus outbreak. This is a Temporary requirement to suspend activities that are not necessary to sustain or protect life. [No longer effective]

Executive Order 2020-22: Extends the deadline to April 24, 2020 for a board of county canvassers to complete the canvass of the election held on March 10, 2020.
