Two Bipartisan Stevens Bills Unanimously Make It Out of Markup

Today, two bills introduced by U.S. Representative Haley Stevens (D- MI), the Malign Foreign Talent Recruitment Program Act and the Accelerating, Network, Cyberinfrastructure, and Hardware for Oceanic Research (ANCHOR) Act, were voted unanimously out of the House Committee on Science, Space, and Technology.

“Advancing strong, bipartisan legislation to help America retain an edge in a competitive, international research environment is critical to cementing our nation’s leadership in the mid-21st century,” said Rep. Haley Stevens (D-MI). “Both the Malign Foreign Talent Recruitment Program Definition Clarification Act and the Accelerating, Network, Cyberinfrastructure, and Hardware for Oceanic Research (ANCHOR) Act help ensure that American researchers have the security and resources needed to innovate and discover cross-border solutions to climate change and the other pressing scientific matters of our age.”

The Malign Foreign Talent Recruitment Program Definition Clarification Act clarifies language in the CHIPS and Science Act to ensure that international research collaboration remains a priority while also preventing adversarial nations from recruiting American-based researchers to provide, often unknowingly, information damaging to national interests. Specifically, it provides clarity to federal agencies and researchers on malign talent program details to support successful implementation of the CHIPS and Science Act. 

The Accelerating, Network, Cyberinfrastructure, and Hardware for Oceanic Research (ANCHOR) Act calls for a plan to invest in the academic research fleet’s cyberinfrastructure and telecommunication network in order to ensure the ships dedicated to studying our oceans and Great Lakes are well-resourced to address the challenges of the 21st century.
