FIRST IN MORNING TRADE: A group of nine House Democrats is urging U.S. Customs and Border Protection to ensure importers receive full refunds for the invalidated “emergency” tariffs, including businesses at risk of missing the filing deadline because of delays in CBP’s refund system.

“Businesses in our districts have reported significant logistical hurdles that they must clear to receive a refund,” the lawmakers, led by Reps. Haley Stevens (D-Mich.) and Steven Horsford (D-Nev.), wrote in a letter to CBP Commissioner Rodney Scott.

Importers must submit refund requests within 90 days of their duties being liquidated, but they cannot do so until CBP recognizes their accounts in the agency’s Consolidated Administration and Processing of Entries system. The lawmakers said CBP has sometimes taken longer than 90 days to approve those accounts, making it impossible for affected businesses to meet the deadline.

“In short, CBP’s administrative backlogs are preventing companies from receiving refunds,” they wrote.
