House Passes Malign Foreign Talent Recruitment Program Definition Clarification Act, Stopping China from Poaching U.S. Scientists

WASHINGTON, D.C. – Today, the U.S. House of Representatives passed the Malign Foreign Talent Recruitment Program Definition Clarification Act on a voice vote. This critical, bipartisan legislation, co-led by U.S. Representatives Haley Stevens (D-MI) and Mike Garcia (R-CA), will make sure that top American research talent is not recruited by our foreign adversaries, without stymying needed research collaboration and advancement. 

This is the 9th bill Rep. Stevens led or co-led that passed the House this year. 

"With today's passage of the Malign Foreign Talent Recruitment Program Definition Clarification Act, the Congress takes the right steps to safeguard our nation's innovation economy from adversarial threats,” said Rep. Stevens. “Building on the landmark research security provisions in the bipartisan CHIPS and Science Act, this legislation sharpens the tools needed for our Federal agencies and researchers to defend our national security and economic edge. At this pivotal moment in history, this bipartisan effort unites us in unleashing American ingenuity while bolstering our research security efforts.”

We can't afford to be naive—this is about securing our competitive edge and protecting our nation’s intellectual property.”
